we are thinking about raising white pigeons to release at weddings as doves.

Could pigeons live in the same building as quail, but in different cages?

Yep! A lot of people actually keep quail on the floor of their pigeon/dove lofts! I've seen pics of pigeons and quail eating from the same feeder even! It's still undecided whether I'm going to get a quail barn or a pigeon loft this spring but either way I'll still be able to get pigeons and more quail since I can keep them together.
