I recently bought 6 pullets from a reputable dealer. As soon as one was out of the box, I knew something was wrong with her. Her legs and feet look "swollen" and she sits a lot. I've attached pictures. Does anyone know what could be ailing her? thank you! Her
pads are swollen too.

Her legs and feet don't look swollen to me, there's quite a variation in the thickness and meatiness of legs and toes between breeds. Some breeds have quite pudgy legs and especially feet, others have frail twiggy ones.

Some of her toes are bent around, if that's a recent injury then that could explain her reluctance to stay on her feet. Being housed or traveled in a mesh-bottomed cage commonly does this. The bent around toes could be genetic though, or due to dietary issues. Probably not fixable whatever happened there.

It could also be an issue caused by her being caught with a wire hook, that sometimes sprains legs, one Isabrown we had died soon after we got her because they had ripped her hip clean out of the socket. Terrible method of catching chooks. They tried to tell us it was a 'cramp' and to 'massage her' --- she'd gone into shock with the leg stuck straight out behind her and once she died we cut open the leg to see what happened, and they'd utterly destroyed her hip.

I would give her some time and see how she goes, she may be coming down with something that had remained dormant until the stress of being caught and transported suppressed her immune system enough for it to become active.

Best wishes.

so I noticed labored breathing and give her some tylan. I've done this before, but on this one I must have done something wrong? what do I need to do to make it better?

You might try some warm compresses to her injection site several times a day while you are holding her. That is a pretty bad local reaction to the Tylan. Give the Tylan orally from now on, or discontinue it. Perhaps it was injected into a vein, but I haven't seen this before. Tylan can be irritating to muscle when injected, but this is probably something more than that. I hope it gets better.

Yeah, sorry, I've never injected antibiotics before so haven't got any useful info for you there. Looks like perhaps a necrotic infection, possibly caused by bacteria already present on the skin being pushed into it with the needle?

I'd put pine tar (stockholm tar) on it, since I've seen that do wonders for necrotic wounds, but that's just me.

Good luck with her.
