Feather Crust

my four pullets have this white crusty stuff on the feathers under the throat and neck .i cant scape it off and they seem to scrach at those areas, anyone know what it Is ?

My guess would be lice. (Do they still shot the messenger.)

I'm going to dust them tomarrow,as i did see mites on them today when looking them over . My four older ones dont appear to have this but going to dust them all .
