Feather issues.........

Hi,
I have 2 Isa Browns about a year old super sweet, healthy and very active. My only issue is that the look like they are molting all the time. It is mostly on the inside of their necks. Where the feathers are supposed to come out is a tad reddened. All my birds get along well. If anything these 2 rule the roost, so I don't think the are being picked on. I see no bugs or any growths. What do you think it may be and what should I do? Thank you!!
 
Is it possible they're picking on each other? Do you have a rooster? Is there anywhere they could be poking their hards through wire & losing feathers that way?
 
I don't have a roo. I guess they could be picking at each other. It would make sense, I hadn't thought about that. I free range them so there is no wire issues. Thank you for the ideas!
