Feather loss, feathers are not growing back

Well I thought it was due to my Rooster so I bought a saddle for Honey. Even with the saddle she has progressively gotten worse. I think it could be a combination of her first moult and the Rooster....I noticed she is always stressed out too...looking up franticly and making what is left of her wings fan out as if she is going to attack the next one that bothers her. Finally tonight I said enough is enough and brought her in the house. She does not have any parasites, mites, lice or anything like that. I have decided I am going to up her protein...I fed her steak tonight and she almost ate my finger she loved it so much. I hope this is safe for her to eat? She seems very content now. Is there anything else I can do to help her with feather growth?
