Feather plucking 4 week old chick!

My hybrid chick”pearl” is obsessively plucking the feathers out of my 5 week old white Silkie chick”Dixie”! I separated them when they are in the brooder but let them be outside together and they are fine outside. But the second I put them in the same brooder, pearl goes after her! I bought the peck stops here spray. Am I supposed to really soak her with it because it didn’t stop pearl from plucking her feathers. She is eating them too if that helps someone figure this out for me! She is only doing this to the white Silkie Dixie. I’ve never had chickens before so I don’t know how to stop this!! I bathed Dixie but some of the blood is stuck to the part of the feather that sticks into her. I have no idea what to do. Pearl is in time out all by herself for the time being. Any advice would be greatly appreciated!
 
Also I have 4 chicks total. So when I separated them I did it in groups of 2 so they wouldn’t be lonely. I’ve only had them since Saturday. And this behavior started on Monday.
 
Too warm and not enough room plus entertainment.
I’ve been taking them outside when it’s not raining. We bought a prefab coop and are almost done with the bigger run for it. But when in the smaller run attached to the coop, she plucks her too. But if they are in the yard she doesn’t.
