Feathering issues - creepy crawlies or mean girls?

Okay. Got a wing picture. This bird had the worst wings of the three, although she is not the worst as far as the back and belly. The second picture is our Amercauana mix and she is the least affected. The redness doesn't appear to be irritation or infection in person. It looks like a birth mark and has no other markers of infection.

They roost. We have a lot of roost space and none overlap, so there is no chance that they will be pooped on by others. There are roosts in all four corners, as well as a lower roost running the length of the coop for those that can't or don't care to get up to the higher roosts. Right now the whole coop is tarped on top, but normally at this time of year only the back is tarped and the rest has 75% shade cloth.
 
I just don't know what this is. She is this bald on her belly, as well. Tomorrow, she goes to auction because it isn't fair to keep her like this. I have tried everything. Feeds, supplements, preventing plucking, etc. She has grown a few, but the just fall out of the follicle as if she is molting. All year. I have triple checked for mites and other parasites, as well. Her wings are per ragged and there is not much tail. I think those are not regrowing at all. While she will likely be soup soon, I would love to hear any guesses. You can see new feathers, and they don't ever get longer that shown without falling out.

There has been no rooster or cockerel with her?
Have you watched to see if another pullet or hen has been mounting her?

The feathers on her back are all broken off, but the feather shafts look to still be intact. Those feathers will not come back in until she goes through a molt. Try increasing protein to see if that helps those feathers that are coming in stay in.
