Featherless (almost) Cornish Cross?

As I mentioned in my introduction thread, my wife and I bought 10 Cornish Cross chicks earlier this spring. One of them has basically not grown any feathers. It lost the downy chick feathers along with the rest of the chicks, but has remained pretty well naked ever since except for its head, neck, and wing edges.

Is this a common thing to have happen, and is it a problem? It seems to act fine and is one of the more scrappy members of the bunch -- definitely not at the bottom of the pecking order! (It's also seemed to be more comfortable than the rest in the summer heat.)
 
Cornish cross grow faster than their feathers can cover them. I have almost 100 cockerels right now at 4 weeks old. I would say they are about 80% feathered with a few only 50% feathered. I also have really scrappy boy who thinks he's at the top of the totem pole.
