feathers not growing on some part of 1 and a half week old quail!!

she's 1 and a half week old and some part of the wings is not feathering and looks bald but other parts of her body is feathering..when she hatched i did saw some abnormalities on her right wing and now that part is not feathering..is this genetics or she's a runt?

Pictures please! I had a chicken who was picked on by my rooster and I applied Vetrycin. Her feathers are coming back pretty quick but if there where abnormalities then i don't know if that would help or not. Post pics of the abnormalities when she hatched if you happened to take pics of that.

that part is not feathering she's also a bit shaky when she walks and is living with a very active and fast growing 2week and a half old quail

Are there other chicks her age? She doesn’t look like a chick that is one and a half weeks old, there may be underlying illness if she is smaller than the rest, does she have any feathers growing in?
