Feathers rapidly going ragged?

Hello!

Can anyone identify what is going on with my hen, Marie? Her feathers have been going ragged over the past few weeks. She is approximately a year old. Could this be molting? It's so hot here (Los Angeles) right now.

Pictures? Could be molting... could be sun weathered old feathers that will be molted, or feather eating mites/lice?
