So when do Chickens feathers come in all the way? When do they look the way they are gonna look when they are grown?

Depends on the breed, but I think most feather in from about 4 to 6 weeks. My 7 week old variety is fully feathered now, with just tiny little bits of down sticking on here and there.
 
Mine are 4 weeks old and have just gotten feathered heads and necks. That is almost the last thing to feather. The tail is first then the inbeetween the wings. There are just a few unfeathered spots under the wings but they are pretty much fully feathered.
