Ah... so both sides, likely not foreign matter stuck to the eyes, then. IMHO, if it were my chick, I'd humanely cull it. If it's not something stuck TO the eyes that can be removed, then it's some sort of deformity. Whatever it is, the chick cannot see like that and it's not likely to resolve or heal within 2-3 days to the point of adequate eyesight. If it can't see, it won't be able to eat or drink.
Your decision. I've read today from someone whose first chick hatched on a Monday, but didn't lead her chicks to food and water until Friday. They can survive a surprisingly long time on the yolk they absorbed. You might give it that length of time to see if it can resolve and be able to eat. By that time, though, it will be harder to let it go.
