Feed is it too much protein?

No...30% will be fine. Generally quail need between 24% to 28% protein. But 30% will work as well with no complications.
 
I've actually heard that 30% was too much. Was told that it kills their kidneys. I think if you are just raising them to eat then its ok (because they won't be alive long enough for their kidneys to get damaged) but if they are breeders, which are going to be alive for months/year(s), then its probably not a good idea. I would feed a little lower percent just to be on the safe side. They'll still get plenty of protein and grow well and healthy :)

The quail would have to be consuming 10% or more of the recommended amount of protein to be harmful to the kidneys. Hatcheries and private breeders around the world feed 30% starter feed to their quail of all ages, all throughout the lives of these birds with no issues. So 2% higher than the recommended 28% is will not harm them. :)
