The closest thing i can find for gamebirds in my area is flock raiser. Can i feed baby coturnix this?

I feed my quail un-medicated Turkey Crumble (28%). I found it at Family Farm and Home, but I think they sell it at TSC as well. They love it and they have been on it for over 2 months since birth.

see if you have a local feed mill, their prices are usually about 1/2 what a commercial feed store sells for and will even custom blend your feed if they don't have what you are looking for. otherwise TSC typically has the DuMor 24% chick starter, you can mix that 50/50 with floating catfish feed (36% protein) both ground up in a food processor for a 30% mix.
