Usually 18 weeks or till the first egg is laid.
Directions should be on the tag sewn to bottom of bag. Sometimes on the backside.

Some Starter feeds say to switch to a Grower feed after 6 or 8 weeks.
I use a combo Start & Grow/Starter-Grower 18 to 20%.

Offer Oyster Shells in a separate container after 16 weeks. GC
 
how long do I feed chick starter

As long as you like. Un-medicated chick starter is safe for all ages of chickens: from hatch until they die of old age. Just put out a dish of oyster shell (for extra calcium) when they start laying eggs.

If you are wanting to switch to a cheaper feed (which usually has lower protein), then you can switch to a grower feed at whatever age the bag says.
