Some places have mills. Lots of BYC folks get feed directly from mills. You might try searching to see if there are any in your area.

New country Organics sells outstanding quality soy-free, organic, corn or wheat-free food in bulk. They even have an option for 1,000 or 2,000 lbs pallets of feed.

If you are lucky you can buy feed directly from a local mill.

Alas, for me that's not possible. We actually calculated the price difference between the savings on such feed and the gas needed to go get a reasonable quantity that we could use while still fresh and it didn't make sense for us.
