Can he walk properly?
Can he swim?
Is is quality of life the same as it would be if he had normal legs?
Do you have the time to dedicate to caring for him?
If the answers to these questions are mainly yes, then I say keep trying, if he is not suffering, and seems happy then continue with the treatment. Keep him safe and warm and he should be okay. If he is not suffering then he can live a happy life, just don't breed from him until you are 100% certain that it is a niacin deficiency, and not a genetic issue.

Are you sure it is a niacin deficiency? If it was, your other other duckling would likely have issues as well.

I am very sorry that you are having trouble with your duckling, and hope that I can help :)

I am not a duck expert, but more familiar with chickens. But I think your duck may have a leg bone deformity in it’s left leg called varus or valgus deformity. In the pic below, you will see valgus dedormity. In the pic in post 4, there is varus deformity. It can end up with the rupturing of the hock tendon, but not always. There is no treatment unfortunately. Here is some info:

Thank you for your help
But I do not think so
Because all symptoms of niacin deficiency are severe and both have problems.
Can Foot Deformation Affect Both Parasites?
