female quail bullying male?

So today I got a female quail S I posted pictures of her I decided to call her pearl , But she does not seem to like my male well what could this be? See when she first came everything was fine everything was normal she actually liked him they were getting along just great about an hour ago he decided he wanted to try to you know mate with her.

So he started doing his thing tried and tried and tried but he couldn't get it I have had him for about a year and a half he was 5 months and he has never had a girl quail lol once you started doing it she just didn't like it I guess he couldn't he didn't know what he was doing and now she is picking on him and bullying him getting his feathers off Any advice would be really appreciated
