Female Rouen question

I have two female and two male Rouen ducks. They have laid 14 eggs so far. I noticed tonight that one female was interested in the nest spot where that are laying the eggs and looked like she was going to turn one egg over. Could she be getting broody or could she just be curious? Do I need to throw these eggs out and let them start over because I don’t think they have been sat on at all the eggs are cold when I get home from work and when I leave every morning.

Ducks lay a clutch of eggs before setting them. Now you need to understand that not all Hens hormones get High enough for her to set the eggs...Also in a cold climate they will never develop.

They are cold to the touch every time I have touched them not sure about the exact temperature

I don’t know I have two and can’t tell which laid which egg or anything. The eggs were all over the place in their house at first. Now they are all in one spot and they get lightly covered every day.
