Well, small air cells at hatch time often lead to chicks drowning before they can hatch. What was your humidity for the incubation period?

Humidity was 30 to 40% before lockdown and about 60 during lockdown. I followed directions on incubator in filling tray one and filling tray 1 and 2 during lockdown. I had a digital thermoter and a mercury themoter on top of the eggs. They both read the same temp if not off .5 of each other. Is there any hope or should I plan on buying some chicks to pretend they have hatched?

As long as there is movement, there's hope. I would double check the hygrometer for accuracy. 30-40% is a good range for standard eggs. I would expect well developed air cells. Are the shells extremely thick?

They were moving on Friday before lockdown. How can you tell if the shells are thick? Should I candle again?

Are these eggs from your own flock?

Yes 17 are, 8 are shipped eggs. When I did go back to the room there were a few eggs wiggling and I heard some chirping. These can only be good signs.
