I think the idea about letting them rest for 12ish hours is to let the air sac settle into its proper location in the big end of he egg after being jostled from shipping.

so far three have hatched and another two have pipped and couple of the others i can see movement

Yes, turn during incubation, or during long periods before setting, if not setting after resting. But don't turn them the first 12 hours of resting after shipping!
