First time incubating.... what went wrong?

There was not actually water in the air cell but with in the membrane around the chicks. It looked kind of like a balloon. And not all of them were like that. I'm sterilizing everything really good and hoping that the Favs do much better! The breeder just hatched 21 out of 24 and 2 never developed.
