Flaky feathers - Is this a disease?

Hi everyone. I'm new to chicken keeping. I have 3 hens - 1 dorking, 1 barred rock, and 1 easter egger. I've had the first 2 for a couple months. They are laying eggs, healthy, happy, and doing great. I just got my EE, Jean Grey, on Friday. I'm a little concerned about her health. She's 19 weeks old, kinda tall and skinny, and shy. I'm concerned because she has white flakes coming off her feathers near her skin. The woman I bought her from said that it's nothing to worry about and that she has more feathers coming in, especially around her cape. I asked what they fed her and she said corn, scratch grains, layer mash, and free range. Indeed, there were about 50 chickens ranging all over the place.

So, what do you think? Is this molting, or a disease, or a normal occurence? I wonder if she hasn't received a enough protein, and if that is causing the problem. My other 2 hens are older - 1 is 6 months, the other is about 18 months. They came from a living museum, Conner Prairie, and are in great health.

Okay - I did some searching, and I now believe Jean is shedding her feather sheaths. Nothing to worry about. I've got SO MUCH to learn about chickens!
