I know it's obnoxious but I think you mean her comb? The thing on top of her head, not under her chin.

It's normal for some hen's combs to flop over to one side. On certain breeds it's inevitable.

Unless she's showing other signs of illness she's probably fine.

If she's a Leghorn, Minorca, Andalusian, Ancona, or California White - It is normal.

If she has a single comb (looks like a sawtooth edge) it still is normal even in other breeds. As a show bird it isn't wanted but as a laying hen it isn't something to worry about.

sorry yes I mean the red wobbly thing on top of her head. The comb, thanks.

She seems otherwise well and although she is the skinniest of my 3, she lays the best eggs.
 
as they get into the laying season it is normal for some hens combs to flop over. It even says in their breed standards that a hen well into her laying cycle is not to be penalized for it.
 
It's quite normal for various breeds. My lovely RIR, Rhoda, looks quite continental with her comb flopped over like a beret.
