I'm no expert, but it sure looks like a roo to me! I've had a few friends have this happen with EE's , I hear they are hard to sex as day old chicks. He's pretty!
 
I'm a newby, but I think it's a pullet. The feathers on it's back (saddle) look rounded instead of pointed, (best as I can tell from your pix) so that would usually mean female. She's a neat looking chicken. What kind is it? Ameracuana?

To me I see a wide comb, red on the wings, longer tail feathers, and pointed neck feathers (I think they are called cape feathers?), which all say roo. Also looks like some hackle feathers at the base of the tail. I know some EE's can be confusing though. Any crowing? Obviously no egg, or you wouldn't be asking! Good luck finding him a home, try local farms, that is where all of my friends that had this happen found homes for theirs.
