You're correct. The ordinance doesnt mention ducks nor other fowl; they are not allowed in residential areas. The ordinance is for chickens only. It was like pulling teeth from a newborn baby just to get the wording correct and getting the ordinance passed through all the committees, then presented before city council for a vote.
I was there at the city council meetings and even spoke before the council members as did others. It passed, but needed the mayor to sign off on it and thankfully he did after his office was flooded with phone calls.
That said, there are neighbors behind me who own quail. A neighbor not far from us has a rooster (none of this is legal as you know.) I also know folks who own more than 5 hens.
If you have decent neighbors such as we have (giving neighbors fresh eggs helps,) and as long as they dont complain about noise and dont build your coop on the property line (5' set back,) and keeping it to yourself etc...no one will know you have duck(s.)

Right, I only keep two chicken as pets.. According to PETA if you name it, it's no longer a farm animal but a pet.. I've gotten away with only two (I re homed Larry, the duck drake), another member of BYC came over and got him; now he's in a farm with all those girlfriends, lol.. My neighbor has 3 chicken also.. I'm not adding a rooster, if I did I'd be asking for it, don't want to push my luck.. I'm happy with my two girls..:D:woot

We have been so busy here that I have been sneaking in some computer time now and then but only for a few minutes at a time. It ain't so easy anymore. I got a late start with my hatching this year. One hatch last week, one tomorrow and one next week. I had more infertile eggs this year but I think it's partly due to the heat.
