Heathers advice is right on, it is terrible that we are force to comply with so many stupid rules on our own land. I suggest you make friends with someone in your permitting department or a county commissioner they may be able to show you how to bend the rules and get what you want. The local ones here helped me when I had problems with builder not quite following the rules when constructing house next door. They stopped him 3 times and he had to have my signature in order to get a CO. He was flooding my yard with excess fill.

However local housing market crash made our house worth less that purchased for 20 years ago and we have to sell in order to build. Now DH has bladder cancer and at our ages (retired) we have had to place land on market for sale.
