Yes, feathered feet are supposed to be dominant, but it's more "partially" dominant. If both genes at that gene pair are feathered feet, then it is full feathered feet. If only one of those genes is present then you get feathered feet but they may be lightly feathered, not the full effect. Sometimes those partial can still be pretty heavily feathered, sometimes it is really light feathered.

Another possibility is that the hen only has one of the feather feet genes at that gene pair. If that is the case some offspring will have feathered feet and some won't. So don't be too surprised if a feather footed hen gives you some offspring without the feathers. It can happen.
