Foamy eye

I discovered one of my roosters with foamy/bubbly eyes today. He is housed with 12 other roosters, and 9 hens. By housed, they sleep on a covered deck outside the chicken coop with a tarp around it and a heat lamp. They are not allowed in the coop with our main rooster and hens. There water does not freeze at night so I know that they are not cold. Plus, they are Partridge Chanteclers, and they were breed for the cold. They all free range together and share the run during the day. All of them have been cooped up in a a coop and run for the last three days because of a snow storm. He has no other symptoms, and none of the other chickens have it. They are all eating and drinking. Thoughts?
