Fodder not growing

So I started growing fodder yesterday got this bag of oats from tsc.

Soaked them for 4 hours with a pinch of apple cider vinegar. I've had them spread out in bins for almost a day and no growth. I think I saw somewhere that oats take longer but even if they did not this long! Most seeds you see growth from day one or before.

I usually soak mine longer than four hours, more like 10 or 12.
 
Most people do but I've read some things saying that less time is actually better and that there was more visible growth by day 1 if soaked for 30 mins then 8 hours or 12. But maybe I should do longer. I'm soaking a new batch gonna do longer and see if it helps
