Foggy eyes

Mycoplasma Gallisepticum or MG can cause swollen eyes with watery drainage that can be sticky and dry, causing crusting or stuck together eyelids. It is a chronic respiratory disease. Nothing cures it, since it remains in the body for life, but rinsing the eyes with saline eye wash may help. Follow that with applying a dab of Terramycin eye ointment or plain Neosporin ointment in each eye twice a day. If eyelids are stuck, use a warm wet compress for a few minutes to soften the crust. Have you heard any sneezing or congestion?
How do they get it and is it contagious?

Yes, MG is contagious. It can be brought in when you add new birds to your flock and sometimes introduces by wild birds or rodents.

I would clean the eye with saline and apply an ointment in the eye as suggested. See if the bird improves.
Look him over for lice/mites. See that he's eating and drinking well and that housing has good ventilation.

Here's some reading about diseases.

I looked on that website and all the sickness with puffy/ foggy eyes also have other symptoms like respiratory issues and he doesn’t have any labored or raspy

They may have other respiratory symptoms, but they may not have anything but the eye issue. The only way way to confirm it is with testing through the state vet or with a necropsy if the chicken dies. But you can still go ahead and treat it as posted, and Tylan 50 or Tylosin also may be given orally. It is very common in some backyard flocks because the whole flock becomes carriers. Many bring it in with a new bird from someone else.
