Food and water in the coop or in the run?

we move our water from the coop at night to the run during the day to ensure they always have a drink.
In the heat of summer we give the two or more spots to drink from
rule of thumb 10 chicken to one gallon of water daily and more if warmer out.
 
I wasnt sure where to put the food and water also. I have been putting them in the coop between the roosting posts but then I realized it was a stupid move because they would poop as they would roost and it would become a mess. I just move the food and water down into the enclosed run and I am hoping they will go down to eat and drink.

During the day, since I live in a hot climate in Fresno, CA, I notice that my chicks are always sitting there with their mouth open (kind of like they are panting) and their chests are always wet?! Are they too hot? How do I fix this issue so they are comfortable? I also believe they are getting in the water to keep cool. Is this normal?
 
I have an enclosed run and coop. It is new and I am hopeful I have made it critter, bird and rodent proof. Very small hole hardware cloth. It is my first coop and young pullets. I have
:Dincorporated automatic door, feeders and five gallon water bucket with water nipples.
I believe my pulleys are happy going in and out of the coop. Food and water are outside the coop, in the run. I am thinking of leaving the coop door open at night to see how that works.
