As long as the fish is not spoiled you can offer it to your birds. Frozen fish I would probably cook first to avoid bacterial issues.

Absolutely! My birds will usually devour anything, but they aren't real crazy about fish. Maybe yours will. Oh and make sure there are no bones in it too.
