foot question

I have two chicks (3 weeks) that have the end toe turned under the bottom of the foot. Tried a boot when they were a couple of days old - they kept ripping them off but it seemed to help a little and they were walking around fine. Now it looks like it has gotten worse - and their ankle bends out. Is it to late to reboot them? They are D'uccles so the feathers get in the way of the tape and I think that is why they were able to get them off so easily before. If I don't fix it will it cause problems when they are older and bigger? They don't seem to be in any pain and still walk just fine.

I just wondered if their bones are set now and it can't be fixed.
 
I am not sure if their bones have set but they have to still be soft enough to be pliable. I am very careful with my chicks til they are feathered. Hopefully someone brighter than I answers you!
