Foot scab?

Is a scab on the foot pad always bumblefoot? I ask because I was doing a normal flock inspection and discovered a small scab on my hens foot pad. She's not limping or acting unusual, it isn't red, warm and/or swollen. But it is definitely a scab. So I'm wondering if a scab could just be a scab and I should just watch it or if a scab there always equals bumblefoot and I should begin treatment. If that's the case, what would be the treatment at this point?

I tried getting a picture but it's to dark already. I can add one tomorrow if needed.
