Esbilac kitten replacer formula, OR goats milk. Maybe even regular whole milk but I know the other options are better. Good luck!
 
Walmart usually sells milk replacer and bottles. Are their eyes open? If not they are likely less than 10 days and will need to be fed every few hours. You could also call a local vet and see if they have any replacer and bottles. Syringes will work in a pinch but you have to be careful to not feed to quickly.
 
I've raised a lot of orphan kittens on this formula: 2 cups milk, 1 egg yolk, 1 tsp Karo light corn syrup, and a pinch of salt. If their stools get too loose, cut back on the Karo syrup.
 
kitten formula (KMR brand is what I used) is the best for them. they need feed very often (every two hours round the clock) and after every feeding you need to rub their bottoms with a warm damp cloth to help them pass poop and pee, if this is not done very frequently they will die. also I would try and get in contact with a cat rescue, they may not have room to place them right away but will often help you with food, deworming and advice on their care.
 
I'm really not a cat person but I think that people that dump animals like this need to be

, I can't even tell you what I think needs to happen to them. If you have any questions how to care for them let me know. I have some friends that do cat rescue that I could call for information for you.

To dump animals of any age or kind is not right but helpless kittens who still need their mama when they are that little is really crappy!!!!!!!! Good suggestions here to try and help these little babies, all my best to you!

Goats milk is the best choice, Katy's formula is also outstanding.
 
I remember something about sweetened condensed milk....maybe mix a little with milk? Your local feed store should have milk replacer and bottles/needless syringes also.
