Found abandoned duckling! Need advice please!

You should remove your duckling's right hind toe to make it appear to be a captive domestic mallard. Otherwise you probably won't be able to get vets to treat it because it's a wild animal.
You know @johntfs you'd do better to read and learn and cut back on all your "expert" advice for people who actually think that you've got experience with ducks!

Assuming it's a Rouen, that's a domestic species, so the OP should be cool, legal-wise. Still, OP, you try to make sure.

Granted that it's more likely that you'll get struck by lightning than come to the attention fo federal regulators over this. Still, federal agencies have a terrifying amount of power to inflict nasty consequences on those within their purview. Like, pay huge fines, lose your house, go to jail consequences. Getting hit by lightning might be preferable to stuff like that.

That's just nuts. Yeah, let's go cutting a tiny babies toe off so the vet will see it and not know it's a wild animal. Makes a ton of sense. That sounds great for the duckling too!!

I think the OP is looking for helpful advice regarding caring for the obviously unwell duckling, suggesting that he/she should cut the back toe-off is just plain nonsense and then trying to scare him/her with the penalties of keeping a wild mallard. I'm sure you're input would be very different if you were in his/her shoes.
