From the main page:
So, It Really Is an Orphan
If you have tried these suggestions and, still after a few hours, still see no sign of adult birds in the area. Contact a licensed rehabilitator for further advice. If you must provide temporary care to an orphaned bird, here is what you must do:

Place the baby in a “nest” (margarine tub or bowl lined with a paper towel) and place the nest in a cardboard box. Keep the box in a warm, quiet place. Do not handle the bird unnecessarily.

The best temporary diet for most baby birds is dry cat or dog food soaked in warm water. Do not feed it milk because birds cannot digest it. If the baby bird is hungry, it will open its mouth and beg when the nest is jostled. The baby will need to be fed every 15-30 minutes from dawn to dusk.

Baby birds will grow to be abnormal adults if raised alone, so bring the bird to a licensed rehabilitator as soon as possible where it can be raised with others and released into the wild to live a normal life.

My dad always wore leather welding gloves when dealing with the baby barn owls that we had to take care of each year. Try that with him, or at least a heavy snow glove! Hamburger would be my suggestion as well and DONT let him get stressed (noise, lots of people, cat by the cage, etc) I think you should just break up some burger on a saucer and put a little water on the same saucer with the burger (just like 2 tsp of water) and see what he thinks.

ETA: OMG he is jsut the sweetest lil thing lookin up at the camera like "are you my mother?!"

Someone made the comment about putting it back in the tree it came from, I would do that but when i found it, it was on the back porch, we live in the woods so it would be hard to find the tree it came from.

I just went and took him to a brush pile we have out in the woods close to the house, he took of running never flew, I even gave him a lil boost and he went back to the ground, gracefully though. I left him setting on a log, he was hollaring when I left, so i'm hopeing he heard his momma and maybe she'll find him. I'll check back later and see what he's doing.

When I messed with him yesterday I used a glove, but we figured out he was just "looking mean" you go to grab him, he'll lay almost on his back feet out and mouth wide open, but he dosent do anything.

I so hope his mommy finds him or he takes flight and finds her, He seems to have all his flight feathers so idk..

Call the sheriff's department and ask animal control if there are any wildlife rehabilitation people.

I must say... it's soooooo cute!! Reminds me of that tiny chickenhawk in the foghorn leghorn cartoons!
