FOUND Rooster-What breed am I?

I wondered about frostbite but figured this might be his first winter since he looks young (his spurs are still small) but guess someone could have removed them and they are just now growing back! I'm not fully educated on chickens....these are all pets! lol He seems small to me....not bigger than my cochin rooster or silkie.
