Free Chick, What is it?

I ordered a few Speckled Sussex and Americana chicks and got this one free with the order. It is approx. 4 weeks old.

It appears to be a bantam because it is about 1/2 the size of the other chicks. It also seems to be behind in feathering is that common for a bantam chick?
 
Here are three more pics, maybe these will help since they are better. I don't think it is a bantam, it has caught up some over the last couple days.

I'm going to try one more time now that it is older, can anyone tell me what breed this is and any guess on sex would be appreciated.

With those feathered feet and single comb, it looks like some variety of Cochin to me (they come in lots of colors.)

Where did you order it from? You could look at what breeds they sell, and that could help figure it out.

I can't tell gender at this age, but free chicks usually seem to be males.
