we had a B.W. do that when i was a kid. It bonded to my mom and would try to get in the house all the time. "He " hung around for several years......we didn't have chickens or anything though.

Because you have to have a permit to keep and/or release them. Free ranging a quail is the same as releasing it.

Not all states ,is it illegal.

If you don't have it confined it , no permit needed.
