My husband was dead set against a run also, but I told him that I felt they needed a safe place to go and be locked up when we are not home. He finally helped me to build one. I also let my 7 week old chicks free range when I am home and able to watch them. They don't get to go out EVERY day, but they are still very happy.
I hope you are able to get a run just to give you a little peace of mind.
