This baby was a long time hatching. When he did hatch he had the teeniest bit of yolk still, attached to part of the membrane in the egg. He's now still wet and rather active but seems to have more strength in his right leg than his left which he does also move but it's a jerky weak movement and the leg is a darker color than the other leg. The wing on that side is also smaller and has shorter fuzz than the right wing and the chick's neck is turned to that side. Left to its own devices, baby flips completely upside down and stays that way. I just gave him a little vitamin solution in a syringe and he willingly drank it with little tono prompting from me.

Is this wry neck or something else? Will it resolve? He keeps flopping in circles.

I took him out briefly for the photo.

I had something like this. I'm pretty sure it's wry neck. She kept rolling over. We gave her some vitamin E and now she's a grown up hen and absolutely fine.
Maybe someone else could comment.

I would treat for wry neck with the vitamin E and hope for the best. It's also possible that this is genetic, or an incubation problem resulting in the chick being malpositioned in the egg.

His left leg and wing are tiny in comparison to the right, and the feathers are shorter and skin more translucent on the left side. So I'm leaning towards incubation issue. Is this fixable, do you think?

Honestly, it's hard to say. I would try the vitamin E, give it a bit of time, and see if it improves. It's probably going to have trouble feeding and drinking, so will need some help for the time being (since it just hatched you have a bit of time before that becomes an issue). You may be able to use a chick chair for periods to help it stay upright, some examples are here:
