Friendliest Ducks??

If you're looking for a breed that is naturally more friendly, you might try muscovies. They tend to be less skittish and often downright friendly. We have some wild ones that live on our pond that have never been handled by humans, and they are no more afraid of us than the Runners and Magpies we raised from eggs. They'll come right up to us for treats (though they don't like to be handled). And muscovies that have been raised by people can be downright cuddly.
 
Ducks generally don't like to be picked up. You keep picking them up, so they are trying to stay far enough away so you can't grab them.

Stop picking them up. Keep your hands still with food and they will start to come over and eat out of your hand.
 
Muscovies, from what I understand, are more "dog like". Welsh Harlequins are more "cat like". They will be friendly, but not cuddle ducks. Pekins are supposed to be real people ducks.
