Frizzle chick, baby hair still but concerned

My frizzle is 3 months old and she looks like this. The others have mostly nice feathers but this little one just doesn't seem to be doing what she should. There is baby fine down all over her but no feather growth. Should I be concerned?
 
This guy is still almost nude so am assuming it's a boy, slow to feather. He seems healthy and happy though.

I don't know, but folic acid deficiency "results in poor feathering, slow growth, an anemic appearance, and perosis. As anemia develops, the comb becomes waxy white and pale mucous membranes in the mouth are noted. " also pant. acid and maybe others- didn't read the whole thing.

You might try some vitamins in the water (there are some that use poly vi sol without iron...do a byc search if interested) or they sell poultry vitamins at the feed store but I don't know how much is in it. Gotta be careful not to give too many vitamins too.
