Frizzle without Down Feathers

I have a 6 month old Frizzle, Walter that never grew Down or Wing Feathers.


Here is a picture of under his wing (if not an "armpit", would it be a "wing pit"?)



I am sure this is a genetic defect, anyone seen anything like this?
