I also got a Brahma from a hatchery once who started to grow like that, we nicknamed him "frizzle" but the thing is, that sort of curling I find in a trend tends to show not the actual frizzling gene, but simply poor growth. Our poor guy feathered in very, very slowly and was mostly balding fuzz for a while, his growth after a while was stunted too, eventually we put him out of his troubles.
Not trying to scare you though, no! Just saying, frizzled Brahmas are rare next to not existing in the US, especially from hatcheries. I think what you have is a very slow feathering bird with possibly a growth issue.
