Frizzles are smaller than my other frizzle and smooth frizzle

I have 3 bantam Cochin frizzles about 13-14 weeks old, and only one seems around the right size. The other two are the same size as my Sebrights. I also compared them to my smooth frizzle, and she is much bigger. I know they have a bit more growing to do, but based on their sizes now, I doubt they will get much bigger. Does anybody know why these two are smaller?

They appear to be quite healthy so I would assume that they come from smaller stock. They are a result of their genetics.
