DONT ... wipe or clean. It just opens the tissue up for infection. Frostbite is actually a burn. Ointment are detrimental they don’t let the air in.
Find out “why” they get frostbite...on waddles it’s usually from drinking water. On the comb it suggestes poor ventilation in your coop.
With frostbite it will heal...if you leave it alone. The tissue is already dead. It will fall off by spring time. Best wishes
