he is so much better i sprayed him with v and he is walking around and eating he is drinking water with electrolytes

Chickens usually love chicken feed mixed with a lot of water, along with some scrambled egg, tuna, or chopped meat to tempt them to eat. Glad he is acting better. Below are some pictures of how frostbite on toes can look after a few days or weeks, but hopefully, his are not too bad:

That depends in how bad his feet look. If he has frostbite, the cold could cause more damage. Has it warmed up any in MN. Without pictures, you may need to use your own judgement on how long to keep him inside.

its supposed to warm up it was -20today and will be 0 tomorrow and slowly increase

What color are they? Again pictures can be helpful. I would continue to offer him chicken feed, some egg, and clean water. He may have some runny droppings because he was stressed and not eating. Do you have chickens of your own?
